I've had this issue for as long as the new launcher has been out. · The size for a regular launcher plus assets (no saves, no versions but with game files) is approx mb, for me (hovering at like mb/s) it takes a matter of seconds, but since you are saying you have a download speed of 2mb/s it comes down to sec or 5min (approx), taking into consideration of the speed of Mojang servers and transmission delays lets say your regular download . Restart your game. (The game should start as normal and not download any additional files.) For some people experiencing this issue, starting the launcher as an administrator also solves this issue.

To fix go back in to your Downloads on File Explorer on Windows and then Right click on the "bltadwin.ru" extract all then open it and let the Native launcher download and wait some more and boom your native (Minecraft) launcher is downloaded.
